Green Paper on care and support reform
Will it make a positive difference to older people?
After more than two years of lobbying by older campaigners, the Government has finally outlined its ideas in a consultation document, its Green Paper Shaping the Future of Care Together.
It’s the start of a big debate on the future of care – and it is important that you have your say.

Now it's published, we will ask whether it:
- recognises that the care and support system is creaking at the seams and that more money is needed to fix it;
- adds to the dignity and independence of older people and increases the choice and control they have over their own care;
- makes more services available to people who need support but are currently denied help;
- protects disability benefits such as Disability Living Allowance and Attendance Allowance;
- contains plans for more preventative services to avoid the need for intensive support;
- makes proposals for a funding system which guarantees free quality care for the poorest older people and pays a share of the cost of care for everyone;
- proposes new ways to support carers and to make sure they do not have to sacrifice their health, social relationships and financial security to care for a loved one;
- secures age equality;
- looks to create a care and support system that is understandable, transparent and easy to deal with; and
- convinces politicians to make fixing the care and support system an urgent priority.
